Transparent Governance

Transparency is understood as broad public access to information concerning the organisation and activities of public administrations and accredited entities.
Its purpose is to enable wide-ranging oversight of institutional functions and the use of public resources.

The KOS Group companies subject to transparency requirements under Italian Legislative Decree 33/2013 are:

• Abitare il Tempo S.r.l.

• Sanatrix Gestioni S.r.l

Transparency and Civic Access

Pursuant to Article 2-bis (paragraph 3) and Articles 5 et seq. of Legislative Decree 33/2013, the company recognises the right to access data, documents and information — within the limits established by law — through two mechanisms: simple civic access and general civic access.

Accredited private healthcare providers are subject to civic access rights only with respect to data, documents and information concerning the delivery of healthcare services.

In accordance with Articles 5 and following of Legislative Decree 33/2013, the company may notify third parties potentially affected by access requests, and may reject such requests on the grounds permitted by law.

Under Article 5(4) of the same Decree, the provision of data or documents — in electronic or hard copy format — is free of charge, except for any actual, documented costs of reproduction on physical media.

Requests received are recorded in a dedicated register.

Simple Civic Access - How to Submit a Request

Simple civic access (Article 5(1), Legislative Decree 33/2013) applies to data, documents and information that are required to be published, in cases where such publication has been omitted.

The designated point of contact is the Facility Director.

Requests must specify the data, information or documents being requested, and may be submitted via:

• Certified email (PEC) to: koscare@pec.it; abitareiltemposrl@legalmail.it; sanatrixgestionisrl@pec.it

• Regular email or post, to the address of the relevant facility as published on the website

• In person, at the address published on the facility’s web page

General Civic Access - How to Submit a Request

General civic access (Article 5(2), Legislative Decree 33/2013) applies to any additional data, documents and information beyond what is mandatorily published, provided the request does not compromise legally protected interests or violate statutory limitations.

The competent contact is again the Facility Director.

Requests must clearly identify the requested items and may be submitted via:

• Regular email or post to the facility’s address as published online

• In person, at the facility address published on the website

Service Charters

Service Charters are available for download in the "Informative Documents" section of each facility's web page.

Waiting Lists

The waiting list is managed chronologically, also taking into account the resident’s level of frailty and the availability of beds. Admission is typically arranged within 48 hours from submission of the application.

Patients are placed on a waiting list according to:

  • Date of application
  • Age (priority to older patients)
  • General health status (clinical stability must be achieved)
  • Level of disability and recovery potential
  • Pre-morbid functional level
  • Social and family circumstances, and reintegration prospects

Additional Information

Customer satisfaction — understood as the measurement of perceived quality — is not only a regulatory requirement (Regional Resolution 7395/01), but also serves several purposes:

  • Assessing perceived service quality across different areas
  • Identifying strengths and weaknesses to inform improvement plans
  • Providing continuous oversight of organisational performance, year over year
  • Facilitating dialogue between the organisation and its service users
